In a small saucepan, add the honey, soy sauce, lemon juice and red chili flakes and whisk to combine. Bring to a boil and simmer gently, uncovered, until slightly thickened, about 3-4 minutes.
Pat the steelhead trout filets dry using a paper towel.
In a large skillet over medium heat, add 2 tbsp of olive oil. When the oil is hot but not smoking, add the steelhead trout skin side up. Season with Kosher salt and fresh ground pepper.
Cook the filets until the flesh is seared, about 2 -3 minutes. Flip the filets over, add the remaining tbsp of olive oil and the garlic, and cook until fragrant, about 30 seconds to a minute.
Then, add the honey mixture and sliced lemons and continue to cook, basting the trout with the sauce until the filets are cooked to your liking. They should be flaky and cooked through; be careful not to overcook them.
Spoon the sauce over the filets and serve over rice with a side of steamed vegetables.
